Panasonic has surprised many individuals by announcing the Panasonic Lumix DMC-GF3 camera only 5-months after releasing the GF2 towards market. Just like its predecessor, the GF3 has interchangeable lenses (micro 4/3) and will likely be a more “consumer-oriented” camera than Panasonic’s flagship device DMC-GH2. The Panasonic Lumix DMC-GF3 uses the Micro 4 thirds (or Micro 4/3) standard also featured by several other camera makers, including the Micro 4/3 builders: Panasonic and Olympus. Some other brands use similar designs but based on the larger APS-C sensors often found through Single Lens Reflex (SLR) cameras. These kinds of cameras, such as Samsung’s NX100 and / or the Sony NEX-3, are technically not thought of as Micro 4/3, but they share precisely the same idea, goal and overall design: giving customers SLR-style versatility and image quality in a compact, lightweight body.
From an external standpoint: the size, and the removal of certain physical controls (buttons) are the obvious changes. I have used the GF2, and the Panasonic Lumix DMC-GF3 has a greater touch display. It simply reacts faster and feels better to the touch. While it still feels a bit like an older smartphone, it is one of the finest touch-displays that I have seen in any camera. Without a doubt, cameras will catch up to smartphones yearly few years.
The sensor sensitivity surfaces out at ISO 6400, which is plenty. That’s higher than the ISO 3200 about my GF1, but the GF2 by now had ISO 6400, so this isn't new. If you are not knowledgeable about the ISO sensitivity, this basically is the reason why the sensor can “amplify” (or “gain”) the light not wearing running shoes receives, so that you can go on to shoot at higher shutter speeds in low light. The cost is audio, which will be introduced as well and creates slightly grainy photos.
The Panasonic Lumix DMC-GF3 uses precisely the same “Venus” image processor as the much larger Panasonic GH2, which is a pleasant improvement. The importance of a good image processor really should not be underestimated. Raw data captured by the camera sensor is to be interpreted by software, and there can be big differences with regard to image quality from one image processor to the next. For jpeg images straight from that camera, image processing is often what makes the difference between good and amazing models.
The expanded user interface catapults the GF3 deeper into “consumer” region, and while this could be any sensitive subject with enthusiasts who loved the GF1 for everyone its physical controls, it may also make more novice users feel more comfortable.

All of the major brands are good. Choose a brand that appeals to you. Then you have to think about getting a spare battery, what size memory card, if you want an extended warranty, how much you can afford, what size zoom, if you want manual controls, the size of the camera, finding a reliable place to purchase it, and the list goes on and on and on.......
The first thing to realize is that almost any digital camera will take good pictures. If more people would read the manual more than once, they would be able to take better pictures. Usually, the person assumes it is the camera when it could be them not knowing exactly what to do. Just give yourself more photographic knowledge by doing more reading on the internet.
I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras so they can decide on the features that they really want and need.
Go to the store and hold them so you can see if they feel comfortable in your hands. If possible, take some pictures in the store to check the quality of the pictures.
I can only give a suggestion of what to look for in a new digital camera.
